Evaluation FAQQ: What is the purpose of evaluation? A: At its most basic level, the purpose of evaluation is to answer questions. TEG firmly believes in the participatory role of an evaluator. We are a member of your team, we are not there to judge. Q: How does the process of utilization-focused evaluation work? A: In the early stages of the evaluation, our evaluators help program stakeholders understand the concept of utilization-focused evaluation and assist in the identification of evaluation questions. As stakeholders become more comfortable with the purpose of the evaluation and its process, they receive more autonomy in developing their questions. Evaluation questions are conceptualized into evaluation logic models. Questions are prioritized based on the stage of program implementation. Evaluations address both process and outcome based questions. Instruments are designed to capture information related to resource allocation, status of implementation, successes and challenges of implementation, extent of participation in activities, and reactions of key stakeholders. |
