Joel Philp, Ph.D., Senior Team LeaderDr. Philp earned his doctorate degree in Psychology from the University of South Carolina and has over 15 years of experience in the evaluation field. As Director of TEG, Dr. Philp is responsible for the oversight of all evaluators, data analysts, graduate students, and other staff. |

Christy Derrick, MPHChristy received a Bachelor of Science Degree in Organizational Psychology from Appalachian State University and a Masters Degree in Public Health from The University of South Carolina. She has over seven years of experience evaluating human service and training programs. Christy currently evaluates Smaller Learning Community initiatives in North and South Carolina. |

Juanita Pelt, Ph.D.Dr. Pelt received her doctorate degree in Educational Psychology and Research from the University of South Carolina and has over six years of evaluation experience in Pre-K-12 education. She currently evaluates Early Reading First programs and a Full Service Community School in the Carolinas. |

Felix Blumhardt, Ph.D.Dr. Blumhardt earned her doctorate in Social Work from the University of South Carolina. She currently provides evaluation services to TEG clients who are implementing Smaller Learning Communities and Literacy Through School Libraries programs. Additionally, she provides evaluation services for the Teacher Quality Partnership project through Winthrop University. |

Bonnie Bost-Laster, M.S.Bonnie received her Masters of Science degree in Applied Behavioral Studies and is currently completing her Ph.D. in Educational Psychology from Oklahoma State University. She has over six years of experience evaluating social service programs. She currently evaluates a Smaller Learning Community high school reform initiative in North Carolina and a Teacher Quality Partnership program with a local university and nine surrounding school districts. |

Michael Pesant, MSWMichael earned his MSW from the University of South Carolina in 2010. As our Evaluation Coordinator, Michael assists our Lead Evaluators in collecting, analyzing and reporting program data. Michael is adept at building and managing comprehensive evaluation databases, and also serves as our English-Spanish translator for our evaluation tools and protocols. |

Jenna St. Cyr, MAJenna has a Masters of Arts in Criminology and Criminal Justice from the University of Missouri-St. Louis. She is currently evaluating Early Reading First programs and Federal Mentoring programs in the Atlanta area. |

LaToya Gibson, MALaToya received a Bachelor of Arts Degree in Elementary Education from the College of Charleston and a Masters of Arts Degree in Counseling from Webster University. She has evaluated the following educational grant programs: 21st Century Community Learning Centers, Mentoring programs, and Early Reading First. Currently, LaToya’s primary emphasis is evaluating Smaller Learning Communities programs throughout the Carolinas. |

Gerri currently provides evaluation services to TEG customers who are implementing Smaller Learning Communities, 21st Century Community Learning Centers, and Federal Mentoring programs throughout Georgia and in Mississippi. |
